As of May 2013 15% of American adults ages 18 and older reported that they do not use the Internet or email. Of that group 32% indicated that they found that the Internet was not very easy to use because of a physical disability or other concerns (e.g. security). Despite the fact that this group does not go online, the internet often touches their lives and that they may ask a proxy to look something up for them or complete a task for them online. Building usable online environments can help to bring a proportion of these individuals online.
