I guess I had better do this properly. I am citing Paulo Simões tweet where he retweets a reference on how to cite a Tweet. The one thing I wonder about is the “time” I see this based upon my time zone and it is not commonly understood what my specific time zone is. Any thoughts?

Just use the time as shown in your Twitter feed, as the MLA guide instructs:"The date and time of a message on Twitter reflect the reader’s time zone."
(Timezone math isn't worth the time to do it.)
