You can link to a Word doc from a page, but strangely it looks like only from a comment, not from the original page. (I described this in a Bugs page in Jon’s Help pages.)
It's too bad you can't move pages around; are you going to cope with that by creating a hierarchy first and then filling it?

I will start by creating the descriptions for the artefacts and bookmarks, then build a sub-page called e-portfolio, and put the other pages under that sub-page. Hopefully, that will not run me into difficulty, as I try to link to the various resources.
I will need to consider this further, but so far I have come up with the following (tentative) layout for the e-portfolio distributed across the AU Landing application:
Artefact Descriptions with links to uploaded files
I can upload the files and add annotations to each artefact as reflections and descriptions
Annotated Bookmarks for external resources
I can also add annotated bookmarks, linking to external resources I have created in other locations.
Educational Biography
I will create an educational biography as a separate page, with links to the artefacts and bookmarks. I am considering whether to break the biography down into sections, based on the type of course, such as core courses, electives, independent study, and other. Or break the biography down by the type of artefact I am writing about, say, papers, case studies, learning objects, presentations; other. To explain the biography effectively, I will need to draw upon the moodle posts and emails for each course going back three and a half years, for a broader picture of the events that led me to select the topics I chose. It will help me add context, providing additional details for the narrative. I would need to collect the detailed course outlines for the course I have taken. Some more collecting and reflecting to do.
Artefacts/Competencies Matrices (by Category)
I will then create a number of tables in the Pages section using HTML matching the competencies to specific artefacts, one table for each of the following categories:

Communications Technologies and Networking
Communication & Interpersonal Skills

Management, Organization and Leadership
