A 2004 prostitutes' rights pamphlet from Madrid, Spain, where the legal context surrounding prostitution sounds very much like the one in Canada. 

This is a much longer interpretation than I have tried before!

At the present time, in our country, prostitution is in a legal limbo: practicing prostitution is not a crime, but the people who do it have no recognized rights. In March of 2002, the Senate established a special commission to study prostitution.[1] The work undertaken was frozen before the last general election without reaching a conclusion. 

The Plan to combat sexual slavery recently launched by Madrid City Council has considerably worsened the situation of the most vulnerable sector of prostitues (who solicit clients on the streets of our city), denying them basic human rights, like respect for their dignity and the right to freedom of movement.

Concerned about this situation, we the undersigned wish to demand the following from citizens and our political authorities:

• The human rights of prostitutes, especially the rights to migrate, to freedom of movement, and to establish their own businesses are not presently being recognized. We think it is necessary not only to recognize but to guarantee the means to exercise these rights. 
• Recognition of the decision of the Luzembourg Court of Justice in 2001 that prostitution is a legitimate economic activity.
• Recognition and respect for the dignity of prostitutes and for their capacity to decide, without coercion, what they want, and how or with whom they want to establish a business relationship. Consequently, we reject the "harassment" of clients being conducted by Madrid City Police as a part of the Plan to reduce sexual slavery, as it will not only not reduce demand, but also promotes quick and clandestine deals, with consequent worsening of prostitutes' living conditions.
• Negotiation, which takes into account the voices of prostitutes themselves, of public spaces where they can freely practice prostitution, in healthy, safe, peaceful conditions. The street, as a paradigm of public space, belongs to everyone, not to anyone in particular. Its use, if it generates conflicts, must be consensual. 
• That the gangs that coerce and force women into prostitution and sexual slavery be pursued in an effective manner.
• That the internationally organized hipocrisy of public statements rejecting and opposing these inhumane practices be ended, and start providing a way to end them [the inhumane practices], above all other vested interests. [2]

The pamphlet goes on to explain that Hetaira, who authored the pamphlet, are a collecive of women, some of whom are prostitutes, who have been organizing for the rights of sex workers since 1995. They are opposed to the stigmatization and criminalization of prostitutes, and they reject the paradigm of "good" women and "bad" women. They have a resource centre in Madrid, where they distribute information on social, legal, psychological, and health issues. While they receive a little public and private funding, their organization is mostly volunteer-run and member-supported.

En la actualidad, en nuestro país, la prostitución se mueve en una situación de alegalidad: su ejercicio no constituye un delito, pero las personas que lo ejercen carecen de derechos reconocidos. En marzo de 2002 el Senado constituyó una Comisión especial de estudio de la prostitución. Los trabajos que emprendió fueron paralizados antes de las últimas elecciones generales sin llegar a ninguna conclusión.

El Plan contra la esclavitud sexual que ha puesto en marcha recientemente el Ayuntamiento de Madrid ha empeorado considerablemente la situación del sector de prostitutas más vulnerable (las que captan la clientela en las calles de nuestra ciudad), negándoles derechos humanos tan elementales como el respeto a su dignidad o el derecho a la libre circulación.

Preocupadas ante esta situación, las personas abajo firmantes queremos manifestar ante la ciudadanía y los poderes públicos lo siguiente:

 Los derechos humanos de las prostitutas, especialmente el derecho a emigrar, a la libertad de movimientos y a establecer sus propios negocios no están siendo reconocidos en la actualidad. Creemos que urge, no sólo que se reconozcan, sino que se pongan los medios necesarios para que se garanticen.

 Que se reconozca, como plantea una sentencia dictada en 2001 por el Tribunal de Justicia de Luxemburgo, que la prostitución es una actividad económica legítima.

 Que se reconozca y respete la dignidad de las prostitutas y su capacidad de decidir, sin coacciones, a qué quieren dedicarse y cómo o con quién quieren establecer acuerdos comerciales. Consecuentemente, rechazamos el "hostigamiento" a los clientes que está llevando a cabo la Policía Municipal en Madrid, como parte del citado Plan contra la esclavitud sexual, ya que esa medida no sólo no reduce la demanda, sino que favorece los tratos rápidos y clandestinos con el consiguiente empeoramiento de las condiciones de vida de las prostitutas.

 Que se negocien, teniendo en cuenta la voz de las propias prostitutas, espacios públicos donde puedan ejercer libremente la prostitución, en buenas condiciones de higiene, seguridad y tranquilidad. La calle, como paradigma del espacio público, es de todos y no de alguien en particular. Por lo tanto su uso, si genera conflictos, debe ser consensuado.

 Que se persiga de manera fehaciente a las mafias que obligan y fuerzan a mujeres a prostituirse y las explotan en régimen de esclavitud.

 Que se acabe ya con la hipocresía de las pomposas declaraciones públicas de rechazo y anatema de estas prácticas inhumanas, internacionalmente organizadas y se pongan los medios, que los hay, para acabar con ellas, por encima de todo tipo de intereses creados.
